What the records mean

Community-submitted information is not automatically a finding. Verification labels state the level of review. A public record is a separately approved, safety-edited representation and may combine context from several sources.

Issue cleanup and policy priority

Issue groups and detailed impacts are standardized from Kobo choice fields. Where an older response omitted the category field, a broad group may be inferred conservatively from other submitted narrative fields and recorded as a cleaning note. Unresolved fields remain explicitly marked “not specified.”

Action priority combines submitted urgency, the highest category severity, whether the activity is ongoing, source-reported risk and whether “no action” was recorded. It supports triage; it is not an independent verification score or a legal finding.

Location and suppression

Submitted incident GPS is public only when explicit exact-location publication consent is recorded. Reports without that consent use a generalised location or omit coordinates. Reporting frequency is not prevalence because reporting access and coverage differ.

Fairness and corrections

Suggested duty bearers describe institutions that may need to coordinate a response; they are not findings of fault. Named institutions receive a right-of-reply where policy requires. Material corrections are versioned and explained; emergency takedown is available for safety risks.
